Transport modelling guidance

Well designed and accurate models allow us to make informed decisions on proposals within London.

Modelling is carried out in three areas: operational, strategic and public transport.

Operational modelling

Operational modelling is short-term, detailed traffic modelling for operational management of the road network, typically covering up to five years ahead.

We have produced documents to help interested parties develop models to submit to TfL.

Traffic modelling guidelines

The Traffic modelling guidelines are intended to encourage consistency, promote best practice and deliver improvements in modelling quality.

  • Part A provides a high-level overview of traffic modelling as it applies in a TfL context. It's designed to be accessible for a non-technical audience
  • Part B contains technical guidance on TfL modelling methodologies and the use of specific traffic modelling software for experienced model developers
  • Part C has evolving guidance to support the Healthy Streets philosophy championed within the Mayor's Transport Strategy

Model Auditing Process (MAP)

Traffic model development is a complex task which can be completed in different ways - this can make it challenging to ensure models are developed to a consistent standard.

We developed the Model Auditing Process (MAP) to simplify this task and assist model developers by providing a transparent and structured framework. This leads all interested parties through model development, submission and auditing.

The process is intended to help those involved communicate effectively and progress to an efficient and streamlined model approval.

Strategic modelling

Strategic modelling is longer-term strategic traffic modelling to guide planning and policy decisions, typically covering more than five years ahead.

Find out more about planning application modelling.

Public transport modelling

Dedicated public transport modelling is used to increase customer benefits on our bus, rail and Tube services. This includes changes to service frequencies and understanding how these modes work together to facilitate passenger journeys.
