Planning obligations
Where possible, we prefer to improve applications through changes to the design and development principles, rather than correct negative transport impacts later. Planning obligations should only be used for essential mitigation once impacts have been minimised.

You can book an initial screening meeting to discuss your proposed development with us before you submit a planning application.
The earlier you speak to us, the more we can help minimise or prevent negative transport impacts. This means that that little or no mitigation is needed.
Types of planning obligation
Once we've assessed your planning application, we may request transport related planning obligations if there are transport impacts.
London boroughs can collect Section 106 funding for TfL service improvements or other projects and pass it to us. Or, we sometimes receive contributions directly.
Our policy team works with London boroughs to identify how local Community Infrastructure Levy (CIL) funding can support the Mayor's Transport Strategy, Vision Zero and the Healthy Streets Approach.
